We received the following note from Elk Grove Charter Commission Jake Rambo.
The article says:
"...the mayor could have more involvement in city employee personnel matters."
The opposite is true. The council may grant limited powers to suspend administrative actions of city staff. For instance, the council could say that the Mayor can suspend any expenditure of $25-$49,999 (Manager can spend $50k or less without council approval). The power would only stall the action pending a full council vote. However, the council is prohibited from giving the mayor that power over personnel matters. We didn't want to politicize civil service. The list that personnel matters appears in is a list of matters over which the Mayor can never hold suspension power.
