Police arrested two Elk Grove residents on Thursday in two separate domestic disturbance incidents.

In the first incident policed arrested 51-year old Prem Chandra late yesterday afternoon after he allegedly was involved in a verbal argument that escalated and resulted in him striking the victim in the victim in head with his fist. The suspect was transferred to the county jail.

In the second incident, 21-year old Raquel St. Andre was intoxicated and involved in a verbal argument with family members. When responding officers attempted to detain St. Andre in the patrol vehicle, the suspect swung her arms at the officers.

St. Andre was arrested for resisting a law enforcement officer and transferred to the county jail.

Other arrest


In other police activity, officers arrested a 16-year old Elk Grove male on suspicion of a June, 2009 burglary. The suspect was transferred to juvenile hall.

I witnessed the incident. Raquel St. Andre can't weigh more than 96 pounds. That little girl did not resist arrest, but was tackled for no apparent reason by 3 burly police officers. I was directly across the street and saw the whole thing.

i saw the whole thing too..but domestic violence..now thats funny..them elk grove pd be on power trips..and she did not swing her arms at that weenie of a cop,...puhleez..get ur facts straight...elk grove pd suck!!
