Below find a letter sent to EGN, Congressman Dan Lungren, Assemblywoman Alyson Huber, Assemblywoman Joan Buchanan, Diane Thorpe (SACLAFCO) and other media outlets.


This email is to make you aware of our concerns regarding the City of Elk Grove's Sphere of Influence (SOI) application relative to the disposition of the Cosumnes River floodplain which includes a crucial choke point location of the Cosumnes River Floodplain

“New development” is listed as a frequent cause of flooding on the Floodsmart.gov website. Urban development in the proposed SOI east of State Route 99 is in a location which will likely amplify flooding effects for existing property owners upstream of the SOI incursion into the floodplain.

The purpose for an SOI request is to establish the boundary for future urban development. Given the way City of Elk Grove has ignored the previous Urban Services Boundary and filed the SOI application that leaps over that boundary there is every reason to believe that, with or without an MOU, annexation and urbanization of the area included within the SOI will shortly follow once authority to do so is transferred from the County of Sacramento to the City of Elk Grove.

The ONLY effective way to prevent urbanization of the floodplain is to remove the floodplain area from the SOI application. Please do not allow Elk Grove to include the existing 100 year floodplain of the Cosumnes River in their SOI application!

At the last meeting an attempt by the City/County to present some sort of “joint-vision” Memorandum Of Understanding (MOU) was met with a oneness of voice against the SOI. This majority opinion came through loud and clear from those in the room.
