During last night's brief meeting, the Elk Grove City Council said it would consider easing restrictions on off-street parking of recreational vehicles (RV).
The possibility of easing off-street parking requirements for RV's came after council members heard complaints from several long-term residents who have long used their driveways for parking of their units. Many of these residents have owned their homes prior to Elk Grove's incorporation.
One of the long-term residents seeking an easing of the restrictions in place since 2006 is James Faulkner who noted he has lived in Elk Grove since the late 70's. Faulkner said he has long used his driveway for parking his RV and believes long-term residents should be given a grandfather exception.
"This becomes a property rights issue," Faulkner said. "I want the ability to park my RV in my driveway."
Council Member Sophia Scherman agreed and cited the economic hardship of paying for off-premise RV storage. "We don't want to put that on our citizens," Scherman said.
Scherman's fellow council members agreed and directed staff to look at the possibility of drafting a grandfather exception for pre-incorportion homeowners while maintaining the off-street RV parking ordinance's integrity.
"There is a middle ground out there," Mayor Jim Cooper said.

ARE YOU KiDDING ME!! Where is this citys common sense? Who wants to look at a row of boats, trailers, motor homes on residental streets? If you can afford a motor home, you need to be able to afford all the costs related to it...why should our neighborhoods be subjected to some eye sores? Many times these RV's end up on the street in front of home blocking sight lines for cars and pedestrian who regularly use the side walks. We have RV's that sit for 10 months a year in our neighborhood..they are unsightly and bring the values of neighborhoods down. Even on little things, this council can't get it right. No wonder Wal Mart is our biggest retailer...Do you see RV's parked for months in Folsom or Roseville. NOT! Elk Grove continues to slide closer to South Sac with every decision this council makes.
You complain, but did you do anything to initiate an ordinance? Did you contact city hall and the council members regarding your displeasure with the current state of affairs? Did you go b4 the council at the PUBLIC HEARING and speak to your concerns?
NO! You didn't. I know, because I was there. No one spoke to their displeasure with the current enforcement, but one gentleman with a view opposite yours.
So, as far as I'm concerned, your argument is moot. Until we can get our citizens to stand up and speak for what they want, what they need and what they expect out of our city officails, it will be business as usual.
You want a change? Step up!
Sound ok to me. besides it's elk grove, it's not like its carmel or anything.
"drafting a grandfather exception for pre-incorportion homeowners". Are you kidding me? What is the city going to do, stop at every home and check for home purchase dates? One neighbor parks his in the driveway since he was grandfatherred in and his next door neighbor can't? IMO, they should all be banned. They're unsightly and bring a neighborhood down. No, I didn't attend "this" meeting. However, I do agree that until we get residents to become more active in the running of their community it will be business as usual. So. Sac keeeps rolling closer every day.
I don't think city gov. should be forced to tell people how they can or cannot use their property. RVs and boats are only "eye sores" if it is YOUR EYES that are sore! Each to his own. This is California, where RVs and boats and such are a part of life! You do have the right to move. I believe the city should promote neighborhood associations where people get together (much like townhome/condo associations), create a grass roots org. of "concerned citizens" to bring in all of their neighbors, draft association rules, charge dues, pass rules and then enforce those rules with association money. Given the choice, I bet all of the "sore eyed" folks won't do a thing about it but complain to someone else. DON'T USE MY TAXES TO PASS AND ENFORCE SUCH ESOTERIC "LAWS"! Let the city put its efforts for meetings, enforcement and budget somewhere else. Grandfather law? Ha! What about me? ;)
Besides being unsightly on the property, some people park RV's, Boats, and Campers on the street. When they are on the street it becomes a hazard for driving. They block the view of corners, people coming from behind and also may interfere with someone else's property. I believe the Elk Grove City Council is self serving and does things for favors. Please do something about this problem and represent all the people of Elk Grove.
Besides, they are rented out and these old folk need that additional income.
