LRCCD Area 7 candidate Kirtland "Kirt" Stout.


This November there will be a very long ballot when voters go to the polls or complete their absentee ballot. While EGN has focused on Elk Grove's mayoral and school board races, there are a few other down ballot contests that voters will have an opportunity to weigh in on.

One of these races is for the Los Rios Community College District (LRCCD) Board of Trustees. While we will not be covering this election, every now and then opportunity to provide coverage comes knocking at your door. In the case of LRCCD Area 7 candidate Kirtland "Kirt" Stout literally came knocking at my door a few Friday's ago.

After engaging the candidate in a conversation about his race against incumbent Kay Albiani of Elk Grove, Stout provided EGN with his candidate statement and biographical information. As a service to our readers, find this information below.

Candidate’s Statement for Kirtland Stout, Candidate for Los Rios Community College District Board of Trustees (governing board), Area #7

I have a broad background that includes five years of service as an officer on active duty in the U.S. Army Corps of Engineers, followed by 12 years in the U.S. Army Reserves, ten years in Contracts and Engineering at the Northrop-Grumman Corporation, and I have owned three California businesses, starting up two of them. From this experience I learned of the sacrifices employees and businesses make to support state institutions with their taxes.

For the past 11 years I have served as an administrator at CSU, Sacramento, where I deal daily with issues related to higher education in California. On a regular basis the President’s office, vice presidents, deans, department chairs and directors consult with me and I with them.

If elected I will set up a scholarship fund for Los Rios students, and will personally endow it with $2500 per year.

I am passionate about higher education, as it has changed my life for the better. I have earned two masters degrees and my six children are successful adults who have earned or are working on bachelor’s degrees. My wife and I have earned over 100 credits at CRC, ARC and FLC, which has significantly benefited our lives.

• 17 years of active and reserve duty, officer, U.S. Army Corps of Engineers
• 10 years in Engineering and Contracts, Northrop-Grumman Corporation
• 12 years in construction

• I know what it means to keep a business running, keep people employed, and make a payroll every two weeks.
• Two masters degrees, both in Business
• 11 years of University administration – I know how higher education works from the inside out.

Kirt Stout sounds like he will bring much to the Los Rios Board. I plan on voting for him.

He came knocking on my door too! He was a serious-minded, personable and engaging man; I really enjoyed talking to him. I'll vote for him, and you should as well. He has the credentials and has worked hard getting his name out.

Most people have made up their minds about the top of the ballot – between Romney and Obama, etc. – but in the middle of the ballot you’ll find the race for Los Rios Community College District Board of Trustees, for which I would like to endorse Kirtland Stout, a caring, experienced leader who is passionate about the value and impact of education. Join me in voting for Kirtland Stout.
