Actually, if you look at the source data on the State Controller's Website, you'll see that these numbers are for 2011. This means that the salary reported for the EG City Attorney is actually for the last one, Susan Cochran (and maybe a portion for Hobbs who took over later that year). Therefore, the probable reason it's so high is the lump sum severance package she received.
