Disclosure Statement Shows Elk Grove Mayor Steve Ly Accepted Gifts Totaling $15,577

In the last-minute filing of his statement with the Elk Grove City Clerk's office, Elk Grove Mayor Steve Ly disclosed he accepted $15,577 in gifts during 2017. That information was released on the so-called Calfornia Form 700, Statement of Economic Interests.
As previously reported, Ly's largest gift was a trip to Israel in October 2017 which had a reported value of $14,137. The gift was provided by the American Israel Education Foundation which Ly described as "travel to education seminar."
Other entries listed by Ly include what appear to gifts from provincial government officials and entities in the Peoples Republic of China. All three gifts were received on September 24 in the city of Wenshan in the far southwest province of Yunnan. Ly did not report his visit to the province, which is near the northern borders of Vietnam, Laos and Myanmar [, as a gift.
The gifts included a bamboo pipe, robe, and a vest with a total value of $250 from Chaoshan Yang who was listed as a government employee; a bamboo flute valued at $90 from the People's Government of Qiubei County; and $80 worth of tea and medicine from the Wenshan Zhengbao Hospital.
Closer to home, Ly accepted two dinner tickets from the Sacramento Associaton of Realtors with a value of $100; two dinner tickets from the North State Building Industry Association worth $250; two separate dinners from the Asian Pacific Island American Public Affairs with a total value of $110; waste removal services valued at $60 from Republic Services; A dinner from the Sacramento Tree Foundation valued at $250; and a gift described as a "game/print" valued at $100 from the United States Conference of Mayors.

It is curious how Mr. Ly seems to be more interested in things outside of the city he was elected to lead.
First, there was his intervention with Sheriff Lopey on behalf of marijuana growers in Siskiyou County in Northern California. Then it was a trip to Israel. Now we learn that the mayor traveled, presumably on his own dime, to southwestern China. All three of these activities happened last Autumn.
Given yesterday's widely reported marijuana bust by Federal authorities and the China connection, it is worth considering if Federal authorities are taking a closer look to see if Mr. Ly's marijuana connections in Siskiyou County and his overseas trip to China, the purchase of numerous houses in Elk Grove with Chinese "hard" money, are somehow connected.
