After lengthy hearing, Elk Grove City Council delays vote on controversial rural housing project


After an almost two-hour hearing with extensive public comment during their April 26, 2023, meeting, the Elk Grove City Council delayed a vote on a housing project in the city's rural area. The Pleasant Grove Estates project at 10150 Pleasant Grove School Road in Elk Grove City Council District 2 sought approval to build 14 single-family dwellings on 32 acres. 

The project seeks a rezone from five-acre to two-acre lots. Additionally, the project proponents seek a tree removal permit. The tract would be gated and have a homeowners association.  

The project generated opposition from nearby residents who said it would negatively affect well water levels, traffic safety, and storm drainage. One of the residents expressing drainage concerns was former District 2 Elk Grove City Councilmember Rick Soares, who urged the city to research drainage issues. 

"I'm concerned about the fact when the county went in, put in some drainage vaults on Racnh View Court, that they are functioning at all," Soares said. "That could be why the water is backing up and hitting three or four different areas there."

Soares suggested city engineers meet with Sacramento County and inspect how the vaults were installed on Ranch View Court and see if they need to be cleaned or maintained. 

City staff had recommended approval of the project with changes initiated by the Elk Grove Planning Commission.

Mayor Bobbie Singh-Allen and Councilmember Darren Suen said they supported the project. However, they said they favored further drainage technical analysis to address residents' concerns before approving.  

During their deliberation, only Councilmember Rod Brewer voiced opposition to the project. Brewer represents District 2 and, along with opposing the project, voted against the delay pending further drainage technical analysis by the city's public works department. 

The project will be heard during the May 24 city council meeting.
