Cosumnes Community Service District starts recruiting for new general manager



With the new year, the Cosumnes Community Services District has begun the recruitment process to fill its open general manager position.

The general manager position has been open since the CCSD Board of Directors accepted Phil Lewis's resignation in October. The resignation was tendered during a special board of directors meeting on October 8, 2024.

The national recruitment is being conducted by Elk Grove, Calif.-based Mosaic Public Partners, operated by retired and former Elk Grove Police Chief Bryan Noblett. Mosaic has also been involved in executive-level recruitments by the city of Elk Grove.

The job posting says the annual pay range for the position is $275,568 to $321,420. Among other qualifications, the district's preferred candidate will have a maximum of seven years of public agency executive experience and a graduate degree in public administration.

For the CCSD, the outside recruitment is a break from how the last two general managers were selected. Mr. Lewis was promoted to the general manager position from the director of the parks and recreation after his predecessor, Joshua Green, left the district for an executive-level position at Sky River Casino.

Mr. Green, now an administrative executive with Sacramento County, was promoted to CCSD's general manager from his previous position and the district's director of parks and recreation. 

The CCSD operates most of the parks in Elk Grove, contracts with the city to operate the District56 Aquatics facility, and operates the multi-jurisdictional Cosumnes Fire Department. The district has 390 full-time and up to 700 part-time and seasonal employees.
