Elk Grove City Manager Laura S. Gill announced Taro Echiburu has been selected as the City’s Planning Director. Echiburu will replace Don Hazen who was dismissed earlier this year.
Echiburu has worked for the City of Elk Grove for more than seven years, most recently serving as the contract Interim Planning Director.
“With more than a decade of experience as a highly respected planner, Taro is uniquely qualified to implement the Council’s vision for Elk Grove,” Gill said. “Taro’s insight, leadership and institutional knowledge will be instrumental in achieving the City’s planning goals for smart growth, sustainability, land use and the protection of natural resources.”
As Planning Director, Echiburu will manage the operations of the Planning Department, including current and future development initiatives, and serve as a technical advisor to the Elk Grove Planning Commission. In addition, he will be tasked with improving the development review process, enhancing customer service, increasing public participation in the planning process and collaborating with outside agencies.
“It’s an honor and privilege to have the opportunity to lead the City’s Planning Department,” Echiburu said. “I’m looking forward to implementing the Elk Grove City Council’s forward-thinking goals that balance smart growth and environmental stewardship.”
With more than 15 years of professional experience, Echiburu was previously employed by the County of Monterey and the California Coastal Commission.
Echiburu holds a Master’s degree in International Environmental Policy from the Monterrey Institute of International Studies. He will officially begin as Planning Director on November 22.

What's the skinny on Don Hazen's inappropriate behavior that lead to his being fired? Taro seem like a fairly nice guy, so far.
I expect, based on past performance, that "smart growth and environmental stewardship" as stated goals of the City Council will mean two things for our new planning director: continuation of single-use zoning and low-density auto dependency.
Yes. Hallmarks of sustainability and the protection of natural resources. Yes.
