According to public disclosures filed with the Elk Grove City Clerk, the city of Elk Grove's public works director has scaled back on gifts he accepted during 2023.
According to his California Form 700 Statement of Economic Interest, public works director Jeff Werner accepted only one gift during 2023. Werner lists a ticket to a charitable golf event provided by Bennett Engineering Services valued at $150.
Compared to 2022, Werner took fewer gifts. During 2022, Werner accepted three gifts - two dinners and one golf outing - totaling $350.
Among the executive team members of Elk Grove city who have filed their statements so far, including city manager Jason Behrmann, city attorney Jonathon Hobbs, city clerk Jason Lindgren, deputy city manager Kara Reddig, and innovations czar Christopher Jordan, Werner stands out as the sole individual who accepted gifts.
Economic development director Darrell Doan and development services director Darren Wilson must file their disclosures by tomorrow.
According to Transparent California, in 2022, Werner's total compensation package as public works director was valued at $244,515. This figure is more than double the Elk Grove median family income of $115,864, highlighting a significant disparity between the taxpayers who pay Werner's salary.

This is not to suggest that bribery, bid rigging or other shenanigans are happening at Elk Grove City Hall, but all the employees who accept gifts should be reminded of one corrupt California municipality and another convicted public employee.
Bell, CA is case study in how easily corruption can happen and be perpetrated for years. Another example is former San Francisco public works director Mohammed Colin Nuru.
These corrupt individuals probably started out honest, but saw how easily it is to take money and rig things to line their pockets. A dinner here, a golf outing there and soon you could be tempted with something more significant given with a wink and a nod.
I guess at least Mr. Werner reported his gifts. How much goes unreported at city hall?
