Incumbent Sophia Scherman faces three opponents in hard-to-gauge-race


For incumbent Sophia Scherman her quest for a third term will take her down a familiar road. In her '04 reelection, Scherman beat five opponents by capturing just 34% of the popular vote.

This time around Scherman faces Bob Felts, Katherine Maestas and KT Tran.

Amongst all the candidates, Bob Felts appears to have the most even and steady hand based on his military, business and life experience. As Elk Grove maneuvers through what surely will be difficult financial times, a person like Felts would be a welcomed addition for the next four years.

The problem Felts faces is simple: money. Although Felts admirably said he was not interested in raising money from the usual suspects, his ability to get his message out ii limited.

The campaign that is the most mysterious to us is that of Katherine Maestas. After a quick jump out of the gate last winter, little has been heard from her campaign.

To the best of our knowledge, we have seen no Maestas signs, mailers or newspaper ads. This is somewhat surprising as she had Democrat heavyweights at her campaign kick-off, is in the political consulting business, received a major endorsement from the Sacramento Bee and had legitimate bona fides to make a serious run at Scherman.

Unless she is running a campaign based on getting the vote out via phone banking, precinct walking, etc., she has run a subrosa campaign that is almost non existent.

Katherine, where are you?

Which brings us to the most colorful candidate running city-wide, KT Tran. The self proclaimed "energy guy" has run on a platform of bringing green energy jobs to Elk grove.

On a certain level, one must admire Tran. His vision for bringing green energy jobs to Elk Grove, while very short on specifics, shows he is thinking in macro terms on the future of Elk Grove. Tran is right when he says we cannot simply develop more low-paying retail jobs.

Tran also made the most outrageous campaign promise when he said the city ought to provide senior citizens with a free gas fill up each month. Even though he might have made his statements in jest, it is a good thing he isn't running against John McCain lest he be called a Socialist.

From a very pragmatic view, for Tran's type of program to work it would require a ton of money, at a minimum a regional collaborative agency (which he does advocate for) and time. We credit Tran for bringing this issue into the campaign.

Tran's campaign tactics have proved to ham-handed though. Tran's proud announcement of coming robo-calls, plastering of campaign signs on public property and message exchanges on Elk Grove Online have not done anything to endear him to voters.

And then there is incumbent Sophia Scherman. In our view, the two-term incumbent has done at best an average job as a city council member.

A review of her mailer notes no outstanding personal accomplishment or major initiatives undertaken. Rather it list of generalities like "turning up the heat on gangs" to "working to eliminate graffiti."



Scherman likes to remind voters that she has lived in Elk Grove for 40 or so years. That might be part of Scherman's problem - her vision for Elk Grove continues to be a bedroom community for Sacramento filled with strip centers and low-paying retail jobs.

We need someone with a great vision for 21st century Elk Grove which Scherman lacks. As former Secretary of Defense Donald Rumsfeld might say of Scherman, she has a "quaint" view of what Elk Grove should be based on remembrances of days gone by in old Elk Grove.

Alas, even though we would like to see a change of leadership in this district, we project that Scherman will prevail again with a minority-majority vote if for no other reason she has high name recognition bought with funds from real estate developers.

At best, you are 95% there. There is no doubt Sophia Scherman would have sack this race if there were two challengers instead of three. Of all of the three city council races in Elk Grove, District 5 is probably the easiest race to analyze and predict for a reasonable outcome.

It is agreed that Robert Felts is probably the best candidate follows by Katherine Maestas base on voters’ statistics. However, this race has an unusual twist due to the state of the economy, lack of quality candidates, and broken political alliance between the titans. In addition, local newspaper Elk grove Citizen has change the landscape of local politics. The newspaper has given lots of news coverage for local city council candidates many opportunities to share their visions and political platforms to voters. Therefore, even the odds for all candidates allowing the best candidates to win. All challengers should send a letter of appreciation to Roy Herburger.

Maestas got her endorsement from AFL/CIO due to her being an executive board member of the Sacramento Democratic party. Through this connection, she got her Bee endorsement. Obviously, it was not base on her merit. Maestas views she is the only Democrat running and is counting on her Republican rivals to split Republican votes. However, Maestas ambition to use Elk Grove city council seat as stepping stone for her ambition to run for state assembly. This triggers competition with Mayor Gary Davis who is a Democrat and also has the same ambition as Maestas. This resulted in Mayor Gary Davis helping fellow council member Sophia Scherman to get re-elected. Also Maestas front-page news about her foreclosure did not help her campaign. If she is having personal issues, how can she have time to lead the city?

For Mr. Robert Felts, he is counting on veterans and seniors to vote for him and is running a low budget campaign. But the coverage Felts got from the Citizen newspaper is more than enough to get his message out. The only problem Felts has is time and lack of future plan. Felts' plan is to wait it out until things get better. Unfortunately, time is not on our side. When he does come up with a plan, Felts will need many years to accomplish his plan, but his health may not allow him to continue city council work for more than four years. Otherwise, he would be the best candidate for Elk Grove to bring integrity and economic stability to Elk Grove. Felts and KT are the only two candidates with higher education. Both hold Masters degree in business and management.

Which bring us to KT who is much more aggressive than Felts. This candidate wants Elk Grove to create an environment for the new Greentech industry and compete for the fuel cell auto plant to come to Elk Grove. In KT's economic plan and as stated in the voters guide published by the Citizen newspaper, KT believes that by issuing bond and invest in Greentech today. This candidate strong is convinced now is the time to create the needed jobs and opportunities to ensure economic prosperity for Elk Grove in the future.

Unlike Felts who believes this is not the time for Elk grove to get into debt, KT believes now is the time to issue bond measure especially when the interest to be paid by the city is low. Over time, KT thinks inflation will catch up and the bond debt would become inexpensive for Elk grove if not free. It will be too costly to borrow in the future. KT's proposed a bond measure that will assess $25 emission fee for every registered vehicle in Elk Grove. This fee suppose to go up annually until the vehicle is decommission.

Besides working to bring Greentech and fuel cell industry to Elk Grove, KT candidacy also proposes making Elk Grove City government more efficient by using technology and automation. This candidate appears to have his hands in every trades and profession out there including being a real estate broker, a high-tech consultant, a college instructor, and a former county schools and district administrator. Talking about the jack-of-all-trades. But this is probably what Elk Grove City Council has been waiting for, someone with the cross-experience advising and contributing to the city council. This candidate also has not taken a dime from special interest groups, but also lack any good endorsement as well.


There is little that we do not know about the infamous Sophia Scherman. She acknowledged making mistakes and wants another 4 years to fix her mistakes.
Although she admitted not having any formal education, she has been active by sitting on so many committees. The incumbent is a smart lady and she keeps herself in touch of what's going on in Elk Grove. She is not shy when accepting campaign contribution from developers. There is no doubt this candidate loves money and is willing to do what she can to keep money flowing into her campaign. Early in the campaign, the incumbent boasted about being the richest campaign.
Unfortunately, Sophia bid for re-election dim when Maestas and Felts declared their candidacy. Sophia previously enjoyed the lead she had from more than 6000 Hispanic voters and now she has to share with Maestas. The same go for votes from seniors and veterans whereas she has to share with Felts. Leary's campaign manager made a comment on District 5 race stating that he felt Sophia voters base will be chipped away by Felts and Maestas allowing KT who has 17,156 voters base from the 2006 SMUD race to rise above the cloud. In addition, KT has been running a voter drive, which had increased voters’ registration that may benefit KT.

In conclusion, Sophia would have sack this race if one of the three challengers decided to stay out of the race. Maestas would have enjoy a good lead if she would retire her ambition for state assembly as well as keeping her foreclosed home and running her campaign from there instead of renting a commercial office for her campaign office. Felts would have been a good candidate, but time is not on his side. Leaving us with KT who appears to benefit from all of these changing events. However, District 5 race can have different results depending on voters’ sentiment. For KT, if he is able to regain his SMUD votes, he will win. For Maestas, if enough Democrats vote party line, ignore that this race is non-partisan, and ignore Mayor Gary Davis plead for Sophia, she will win. Sophia does not have a chance since most voters want to replace the incumbent and Sophia's voters base have shrink to uncomfortable level. Sadly for Sophia, District 5 will be between KT and Maestas! Therefore, we disagree with your assessment.
