With 95 percent of the city precinct's reporting, Gary Davis has secured 15,108 votes to become Elk Grove first directly mayor. Davis, who overwhelmed his five opponents with a superior fundraising mechanism, nonetheless has fallen just short of capturing a pure majority. Davis currently has 49.5 percent of the popular vote.
